ARTICLE II. MAKING FALSE REPRESENTATIONS
(1) Manipulating Intelligence
He conspired with Defense Secretary Donald Rumsfeld to create an agency inside
the Pentagon known as the Office of Special Plans, whose director
reported to the Office of the Vice President, and which reviewed
the intelligence on Iraq in order to suppress intelligence dissenting
from and forward intelligence that could support these and other
assertions made by Vice President Cheney:
(A)
December 9, 2001: “Mohamed
Atta, who was the lead hijacker, did apparently travel to Prague
on a number of occasions. And on at least one occasion, we have
reporting that places him in Prague with a senior Iraqi intelligence
official a few months before the attack on the World Trade Center.”

March 17,2002: “We know they
have chemical and biological weapons.”
(C)
August 26, 2002: “We know
that Saddam has resumed his efforts to acquire nuclear weapons …
Simply stated, there is no doubt that Saddam Hussein now has weapons
of mass destruction.”
(D)
December 2, 2002: “His regime
has had high-level contacts with Al Qaeda going back a decade and
has provided training to Al Qaeda terrorists.”
And when intelligence reports by the Central Intelligence Agency,
the Defense Intelligence Agency, the State Department, the Department
of Energy and other government had discredited these claims in the
months leading up to the March 2003 invasion of Iraq, Richard Bruce
Cheney persisted in making these assertions with the intent to misinform
the people and their representatives in Congress in order to gain
their support for the invasion of Iraq.
